The Malaysian Technical Cooperation Programme (MTCP) Scholarship is a prestigious initiative by the Malaysian government thus aimed at fostering international goodwill and cooperation through education. Besides, the Malaysian Technical Cooperation Program (MTCP) was established in 1980 as Malaysia’s contribution to the South-South Cooperation initiative. In addition, it is conducted through the sharing of Malaysia’s development experiences and expertise with other developing countries. Furthermore. established to promote human resource development in developing countries, the scholarship offers opportunities for outstanding students from around the world to pursue undergraduate and postgraduate studies at esteemed Malaysian public universities. Embracing diverse fields including science, technology, engineering, and mathematics, among others, the MTCP Scholarship not only facilitates academic advancement but also nurtures cultural exchange and mutual understanding among nations. With a focus on academic excellence, leadership potential, and a commitment to contributing to their home countries upon completion of their studies, the MTCP Scholarship also catalyzes global collaboration and sustainable development. Furthermore, annually, MTCP collaborates with its leading Training Institutions to conduct capacity-building programs in various key areas of development. Since its inception in 1980, more than 37,000 participants from 144 countries have benefited from the various programs offered under the MTCP.
A new direction for the MTCP was formulated following its placement under the Ministry of Foreign Affairs (also known as Wisma Putra) in 2010. It entails prioritizing developing countries of strategic interests, focusing on Malaysia’s area of expertise, demand-driven courses/programs, cultivation of potential participants who would later serve as ‘Friends of Malaysia’, Public-Private Partnership (PPP) and collaboration with new development partners beyond MTCP’s traditional partners. From the eleven key broad areas, the MTCP would give more attention to the following areas namely Professional Services, Management and Public Administration, Economic and Trade, Science, Technology and ICT Management, Industrial/Technical Training, Finance, Diplomacy, Health Services, Humanitarian, Academic/Education and Social Development. Eligibility Criteria:
- Presently international students from MTCP recipient countries are eligible for the MTCP Scholarship.
- Not more than 45 years old on the date of application
- In addition, the second Class Upper (Honors) / CGPA 3.50 at the undergraduate level
- English language requirements (IELTS overall score 6.0 and above / TOEFL iBT total score 60 and above / Obtained a previous degree (s) with English used as the medium of instruction.

Duration of the Award:
Presently duration of the award under MTCP Scholarship 2024 is of 24 to 36 Months depending on the course and degree.
Scholarship Benefits:
This Scholarship covers tuition fees and also other allowances worth RM 3,500 per month as well.

1. Am I also Eligible to participate in the MTCP courses?
Firstly, MTCP courses apply to government officials from 144 MTCP recipient countries. Please check the list of eligible countries before applying.
2. Besides eligibility how can I apply for the MTCP courses?
All application forms must be duly completed and endorsed by the Ministry of Foreign Affairs or National Focal Point in the respective countries (the relevant ministry or agency responsible for the overall coordination of international technical assistance) and should be submitted ONLY through the diplomatic channel via Embassy of Malaysia in the respective countries.
3. How can I check and also apply for the available courses offered under the MTCP?
Please also visit our List of Courses for more details. The application will usually be opened at the beginning of the year and the deadline is one (1) month before the commencement of the course.
4. I have participated in the MTCP courses before. Can I still join the other courses?
Firstly, a person is eligible to participate in one (1) in-person MTCP course ONLY throughout their lifetime. Should you have attended the online course and would like to apply for an in-person course, your application shall be considered, however, the selection process is strict.
